Copy s3 maven repo locally backups

• Add an S3 task into test-jenkins that runs on the slave server
• Lets also copy the S3 maven repo into EC2 nightly

Jenkins job created (s3-backup.manual). Activates a script on the slave called s3-get-latest.sh that performs a recursive get on rhbd/maven/repositories and appends a date/time stamp to the dir name.
