For systems that only support the Framebuffer (which admittedly are shrinking, even amongst virtual platforms) Orbital will not work, since there is no framebuffer backend
Since Weston has support for the framebuffer, and so that a framebuffer backend in Orbital can be maintained, (or is that inherited with libweston), could the wayland-backend possibly support fullscreen-shell? That way a login manager could call up a Weston fullscreen-shell host on the framebuffer, and then call up orbital on the host
