This is the compatible catalog update from v0.2.0 to v0.2.1. The preset ID, optional scope, and recommended priority 50 remain unchanged. The previous catalog update was merged in #2983.

• Adds read-only check parity.

• Covers repository-root invocation and scoped native overrides.

• Separates operating-system evidence from provider/control-plane failures.

• The published v0.2.1 release, manifest, MIT license, tag-bound README, and exact archive URL were rechecked before submission.

• The tagged README contains the matching specify preset add --from https://github.com/hindermath/spec-kit-preset-cross-platform-governance/archive/refs/tags/v0.2.1.zip installation flow.

• The managed ten-preset profile and installed registry already use v0.2.1 at priority 50.

• This update grants no implicit remote authority and does not change Spec Kit core behavior.
