Chinese characters double-encoded in VS Code terminal clipboard

Copying Chinese output from Copilot CLI interactive mode results in double-encoded UTF-8 bytes (e.g. 中文 becomes ä¸æ–‡) when pasted. Regular terminal output is not affected.
