Improve gulp setup

• move to gulp4? (would make a few things less complex)
• reorganise some parts of the structure (like the config file which is becoming huge)
• add tests to the tasks

My proposal:

Split gulp tasks out into their own repositories.
i.e

gulp.task("build:styles", require('skeleton-build-styles'))
gulp.task("build:scripts", require('skeleton-build-scripts'))

This means:

• We can properly version our build tasks with semver, and have a decent upgrade path.
• We can unit test build tasks
• Proper require of code, rather than copy/paste that leads to fragmentation.
• Small modules -> we can have skeleton-build-angular separate from skeleton-build-static-jade-site

Gulp 4 seems nicer so we should definitely move to that.

I still don't have a solution for those topics though:

• How do you handle the dependency of those tasks with the structure of the files ?
• How do define what configs those tasks need?
• How do you manage dependency between two tasks (like the watch task that need to know where the build:pages puts the html files or like this one needs the other one to run before)?

We can pass in configs like:

This should be explicit in the configuration I think.

The config could be part of the main gulp file anyway. It feels overly complicated to have this in a separate file. Since there is not a lot in the main gulp file anyway.

Re the configuration file, I think we should try and settle around sane defaults for most things, and have them be overrideable where needed. There's a huge amount of repetition in the config file, and it seems like we could do a good deal to simplify it.
