Compilation failure due to wrong visual studio version treatment

What steps will reproduce the problem?
In: vs-android.ToolPaths.props  file
You need to specifically test all different versions and not just assume ==12 
or !=12.
It caused a failure on my 11 version.
I used VSAndroid 0.963
Attached a fixed version that worked for me
