Assistant: clarify scope for users

also a bit of a nit, but seems easy to change. that suggestion to help w a paper feels like itll lead ppl to ask questions they will get unhelpful answers for

im gonna expand this a bit.. that ^ is an ex of the problem i suppose, but i think generally what the assistant should or shouldnt be able to help w isnt completely clear. if there are users familiar w the site its easy to think when you approach it that it should be able to help w analysis broadly, but its pretty narrow really. it wont help w a custom analysis route for ex, it wont help w workflows that are hard coded by workflow id (thats a tangential issue really cause we should get them in the catalog, but a possible source of confusion), probably for beta it wont help w organism or sequence scope workflows... it seems like right now the only reliable way to find out what its scope is is to have it tell you it cant help w stuff. probably updating language, in right side panel or otherwise, can help w that
