Production plan: Same item with different BOM but the work orders are getting consolidated

Information about bug

I was testing this #29435

1. Create Multiple BOM for an item
2. Create production plan
3. populate the item in the production plan, Submit
4. Create work orders against the production plan
5. you'll observe that the work order quantity has consolidated
