Create 32-Bit Floating Point Library

Proof of concept done. Added logic to call Mike's Library/02 functions and to handle special cases of NaN, +Inf and -Inf. Also updated logic to divfp and mulfp to check for overflow and underflow.

Need to rename Mike's modules to begin with underscore and add Mike's copyright banner and comments to code.
