Korean/English key input problem when using a physical keyboard

When a physical keyboard is connected to a TV or RPI, there is an issue where the input language does not switch to Korean even when the Han/Eng key is pressed.

It seems there is a problem with how keys are handled when the IME panel is not displayed.
