Add caching and incremental build support

Background:
- Caching/incremental builds are a v1 capability after MVP.

Scope:
- Design cache keys for pipeline steps and tasks.
- Define invalidation rules and storage strategy.
- Integrate cache hooks into pipeline/task execution.

Acceptance criteria:
- Cache key strategy documented.
- Prototype cache integration in pipeline runner.
