Make a scala3 branch dedicated to a Scala 3 version of Morphir.

We have a desire to use Scala 3 for `morphir-scala` development and rather than doing cross-builds to have a dedicated branch for Scala 3 and Scala 2 to eliminate the burden of maintaining both.
