For users who use the keyboard, tabbing navigation seems to skip the menu when it is closed, or there is no visual cue of where the tab focus is when it goes inside the menu.
Could you have the menu open perhaps for tabbing? Or add focus to the hamburger icon somehow so users have the option to open the menu when tabbing through?
