Topology support incomplete

The topological function support is incomplete. This is something that appears to still be in active development, at least on the PostGIS side, with new functions appearing in 3.5 and some functions being recently deprecated. PostGIS and SpatialLite do appear to be converging rather than diverging around the TopoGeo_-prefixed functions, but this needs a proper "function survey" to complete.
