py.typed not being included in build

Bug Description

The py.typed file in included in the MANIFEST.in file but is still not being included in the build so installing packages can't find the types.

Steps to Reproduce

1. Do this...
2. Then This...

Expected behavior

py.typed file should be included with the package when installed.
