This is a new call to provide a space to focus on the changes planned for future forks on the EL. The goal is to get ahead of the game and be ready when the rest of the development process rolls forward from fork N to fork N+1.

List of EIPs mentioned as relevant follow-ups to Block Level Access Lists (EIP-7928) by @nerolation:

• EIP-8268: storage roots in BALs, so partially stateful nodes can verify the state root great for partial stateful nodes in the future
• EIP-8279: BAL byte floor, closing the cold-SLOAD bypass (1.55 MB down to 0.89 MB worst-case block)
  • price the data introduced though BALs fairly
• EIP-8146: BAL sidecars, propagate BALs outside the payload envelope so the EL can prefetch state earlier
  • additional efficiency + allow FOCIL includers to optimistically build ILs
• EIP-8289: multi-block access list warming, treat items from the last 256 BALs as already warm ~15-20% median block gas saved by dropping recoverable cold-access surcharges
