draw_rna should have co-lab runnable notebook in main directory.

There's an example notebook in draw_rna but it should be Co-lab runnable through pip install of the library and should sit in main directory.

Also need to consolidate draw_rna repository into single repo at eternagame

@tkaragianes also suggests that we move the PyPi draw_rna from the daslab organization to a new eterna organization on PyPi. @rhiju agrees.
