What happened?

As can be read in this pr: esphome/esphome#16247 on a used instance I do not see this new button, on a fresh install I do see this new button. When I Add: use_new_device_builder: true to my yaml config in home assistant addon, it gets removed after a save.

How to reproduce

1. update to 2026.4.5
2. Go to the config page
3. See no button to switch

Expected behavior

Have a button to switch to the new layout
