Legal framework for public release — discussion needed #3

Before the public release we need to align on two deliverables:

1. Knowledge base

A structured reference covering legal basis per jurisdiction and per publisher, helping users quickly assess whether and how they can use the tool. In the future this could also be empowered by an LLM with natural language search ("can I download from Elsevier if I'm at a Dutch university?").

2. Disclaimer and terms of use

A formal external document clarifying user responsibilities and the legal boundaries of the software.
