OpenSSL Implementation

Implement an AST friendly interface to OpenSSL that mirrors the existing netlib_* routines. The following goals should be met:

• Work across all architectures
• Use the Compaq/HP supplied SSL Run-Time Library.
• Use LIB$FIS to handle the incompatible releases of SSL on the OpenVMS platform.

Found some stuff related to implementing OpenSSL in higher level languages (like BASIC). This might be useful for some of the routines supplied by NETLIB. Check it out and see what we can do:
