Option to make mouse button drag scrolling not a toggle

Feature request: I'd love to make the mouse button drag scrolling able to be set to not a toggle.

I hacked together this since i don't want toggle (or rather toggle is built into my qmk firmware for my trackball)

You can build this and it will work as you would like.

Note: I hacked in "natural scroll" as well, so if you don't want that you'll need to revert line 44

Great addition - just what I was looking for, thanks!
I hope it gets merged into the main project (it might need a setting to configure this behaviour).
Btw, you don't need to hack the natural scroll - just use "-1" for speed :)
