Leave separate or include in emque-producing?

This issue is start a thread on the merits of this being a standalone gem vs being put in emque-producing directly. Since emque-producing doesn't need this, it's more like a plugin, I started out with it as a separate gem. Perhaps the notation of plugins should be officially supported. (I was reviewing the rpush codebase before I started this, and that is what they do there).

Any Opinions @semmons99 @kyleries @dmvt @glanotte ?

I like the idea of plugins. Kyle's changeset would be another good plugin.
