Element X Live Location Sharing creates notifications for other room participants with every update

Steps to reproduce

1. Where are you starting? What can you see?
   Be in a room with 2 participants A&B

Start Live Location Sharing on client A in the room and send position updates

Look at the Android notifications of B, each update from A will create a new notification

Outcome

What did you expect?

Live Location Updates should not notify every room participant every time.

What happened instead?

At the position updates interval every participant is notified for the position update.
