Had a look at this. The composer resets itself when you pick an attachment, and that drops the edit you'd started, which is why a new message appears instead of the original being edited. I've opened #7090 to keep the edit alive in that case.

Worth noting that a text message can't actually become media through an edit, so the photo still goes as its own message; the fix just stops the edit from being lost.
