Summary
A new Quick Edit flyout lets users update common rule settings without leaving the rules list page. The flyout can be opened in two ways: clicking the pencil icon in a row of the rules table, or clicking the pencil icon that now appears in the rule summary flyout header. Editable fields include Name, Description, Tags, Grouping key, Time field, Interval, Lookback window, Alert delay, Recovery type, and Recovery delay. The ES|QL query and track active/recovered state are read-only in this view.
Why this needs docs: The Quick Edit flyout is a net-new workflow with distinct entry points and field restrictions that users need to understand; the rules list docs must document both entry points and clarify which fields are editable versus read-only.

- What the docs say: Existing docs describe the rules list table and row actions but do not mention a quick edit flyout or inline editing of individual rule fields.
- What to add: Add a procedure describing the Quick Edit flyout: (1) Click the pencil icon in a rule row to open the flyout directly from the table, or (2) open the rule summary flyout and click the pencil icon in its header. List the editable fields (Name, Description, Tags, Grouping key, Time field, Interval, Lookback window, Alert delay, Recovery type, Recovery delay) and note that the ES|QL query and alert tracking behaviour are read-only in this view. Applies from 9.5.0 and in serverless.
