Upgrade Spring Boot/Spring

PASS currently uses Spring Framework 6.2 and Spring Boot 3.5, both of which will reach the end of their open source support on June 30, 2026.

We need to upgrade to Spring Framework 7 and Spring Boot 4.

For pass-core, Elide would need to upgrade to support Spring Boot 4 first. There is an open issue: yahoo/elide#3400
