Improve settings page for aCute

Currently, in Eclipse->Settings, there is only NET Core settings page where we can add the direct path to the dotnet command.

Would be nice to:

• remove this NET Core settings page and a new category called ACute
• add subcategory ACute->Omnisharp settings (to customize Omnisharp). Look at the Omnisharp settings of the C#-VSCode-extension where we can adjust settings like "Use Modern Net" or set the path to dotnet command, sdk, etc.

This is not the usual pattern in Eclipse IDE: if you look at other languages, you find directly the language or Platform as preference category, not the Eclipse project name.

Note that in https://github.com/eclipse-acute/aCute/blob/master/org.eclipse.acute/src/org/eclipse/acute/OmnisharpStreamConnectionProvider.java#L66 , you can see there is already an env variable you can try to override the command.

I'm not familiar with Eclipse plugin development or Omnisharp, and the aCute maintainer knows better. I just wanted to try out this plugin and find the issues that might prevent it from being used productively.
