TARDIS Requires Worldguard v7.0.17 - but latest version is v7.0.16

Describe the bug

Latest Worldguard plugin version (on Github repo and their dev.bukkit.org site) is 7.0.16. Launching TARDIS with this Worldguard version on the latest Paper server gives this error:

1. Install latest TARDIS plugin on Paper 26.1.2-65
2. Go to Worldguard download page (or github repo)
3. Latest version -> 7.0.16. Install to server
4. Launch server

The plugin has a dependabot action running on GitHub that finds new versions of dependencies in repositories - it would have found 7.0.17 as the latest
