Milestone: public alpha release

After chatting through this on discord, we now have a rough plan of what the first publicly announced release should look like.

Tasks

• remove attw for now at least
  • Using attw with peer typescript #116
• close the knip issue
  • knip is complex enough that we have decided not to wrap it
• remove FS/tarball abstraction
  • checks should individually work against a tarball, FS or both rather than the cli as a whole
  • for example, duplicate dependencies check is fs only
  • bundle size check is tarball only
  • install size check is FS only
• Share logic with GitHub action #102
• ensure publint is a peer dependency
• start the module replacements v2 work
• PoC of baseline data being synchronised in
