[bounty: 3 ETH] implement more robust hiring #1886

currently, hiring leaves agents in a state unacceptable for our goals of recursive self-improvement. the new hiring system should enhance monetary value and ease friction:

  • employees should be recorded at any PR, regardless of status
  • employees should contribute all known, novel (high-entropy) phrases with between twelve and twenty-four words
  • recursive self-improvement should be fully unlocked, so long as all governance and agent marketing is strictly improved
