Allow nodes behind NAT to join the network

Summary

Since UDP is connection-less, nodes behind a CG-NAT (i.e., without a public IP address) can't participate to the protocol.

Possible solution design or implementation

Allow long-lived connections from NATted nodes or look for valid alternatives.
