Meridian x Drips

Meridian has been accepted into the Stellar Drips Wave, a monthly funding cycle where maintainers post point-valued issues, contributors ship PRs to resolve them, and rewards are distributed based on each contributor's share of points. This is the acceptance itself, wave-eligible issues and further details will follow once that's set up.

Nothing changes for contributors in the meantime, everything in CONTRIBUTING.md still applies as normal.
