Change dependency to BouncyCastle.Cryptography instead of Portable.BouncyCastle

BouncyCastle.Cryptography is the new official nuget package supporting newer .NET frameworks. The dependency on the unsupported Portable.BouncyCastle brings unsolvable clashes when trying to add the former to a project using TimeStampClient.
