Improve Accessibility of Filters in Long Lists

User Story

As a user browsing long lists, I want filters and list controls to remain easily accessible while scrolling, so that I can adjust my search without having to scroll back to the top.

Problem Description

Currently, filters and other list controls are only available at the top of the page. When users scroll through long lists (e.g. events), they have to scroll all the way back to the top to change filters or other settings. This interrupts the browsing experience and makes exploring large lists less efficient.

Acceptance Criteria

• Filters and relevant list controls remain easily accessible while scrolling through long lists.
• Users can adjust filters without having to scroll back to the top of the page.
• The solution works consistently across all list-based views where filtering is available.
