Inconsistent use of download survey 

See this test link for file_set view of [pdf](https://test.oasis-database.org/concern/file_sets/1831ck551) and [docx](https://test.oasis-database.org/concern/file_sets/gt54kn67f) files. 

- Download survey form for pdf file will not present the correct download link after submitting the survey. 
- Download link on docx file will not fire download form it goes directly to file.
