Create a system to assign meaningful urls.

Sebastiaan suggested using meaningful urls for the resources, so that they can be picked up better by search engines. However, SP is worried about link stability. EM does not think many titles will change and does not think it’s a big issue.

We would still like this but it needs investigating and options appraisal.
We would only want if it was possible to implement a bulk redirect on all existing resource/file URLs.
The team would be trained and aware that changing titles of resources could lead to broken links.
