Update providers service URLs

Background

The providers service will be moving from 'submit' to 'provide'. As part of a wider content review, the providers team will look to update content. The aim is for content updates and URL changes to happen concurrently. Spoke with Steve and this will be looked at by the live service team.

Work required

• Update all service URLs within https://submit.planning.data.gov.uk/ from 'submit.planning.data' to 'provide.planning.data'
• Put redirects in place from 'submit' to 'provide' URLs
• As there are already redirects in place: to agree if these will also be redirected or not (can we see how many users are finding us via old URLs?)

Work has been described above, this may be broken down to further sub tickets.
