Add content to submit flow

Background

This ticket provides some background.
Collecting and managing data colleagues are receiving data that does not meet requirements, so it may be that data URLs are is being submitted without having being run through the check tool.

Suggestion

When refining the ticket above, we explored the idea of the flow including some content to remind users that the link should have been checked first.

I will discuss this with Maddie and explore what can be implemented.

Discussed with Maddie today.

We explored user journey and think that the added content will be best placed in step 4 of the step by step, and on the screen that collects user's contact details (screenshots below). This additional content does not seem appropriate for the landing page. We looked at potential components (inset text, notification banner and warning text) and considered the use of plain text.

Next steps: Maddie will speak with Fabia.

I think #894 might go a way to solve this technically, alongside content changes. We should try and package up both the tech change and the content together if we can.

Feels like we should hold off on implementing these changes until we've decided on the technical approach though as per Ben's comment.

I've enlisted @fabiafowler's help with the code as it was a bit tricker than I thought and I don't want to break anything! Will update once changes have been made. Depends on Fabia's capacity so possibly some point next week :)

Hellooo - i've just been trying to make edits to the page and for some reason its not previewing any changes for me. Even though it's super simple i wouldnt wanna put in a PR if i didnt know it was right! Sorry i couldnt be more help. if we can review in staging, ive put some changes in this branch - i'll just need help making the links LPA specific
