For single-source datasets, allow entity-organisation to be entire entity range

Overview
We want to change the config so that for single-source datasets, we just assign the whole entity range as being authoritative with one organisation. For example, we know that Parks & Gardens will always have Historic England as the authoritative organisation.

Rather than having a whole load of rows with entity organisation for the dataset - e.g.

We should just assign the entire entity range (from the spec e.g. here) to Historic England.

This is relatively trivial to do in the config, but we should first ensure that this won't cause problems in either Add Data or Batch Assign as these create entity organisations as part of the process.

Once the development work on Manage is complete, this ticket should be assigned to Data Quality to put in for single-source datasets.

The Manage Service needs to detect if the new lookups are already within a defined boundary in the entity-organisation csv, if so output a message saying this and do not assign to the csv file.

Confirm this happens for both batch assign and add data.
