Complex Batch Assign - Part 2a: Duplicate redirection for spatial datasets

Following implementation of Part 1, we should add a feature that analyses if any of the new entities are duplicates of existing ones on the platform. This analysis will only be for spatial data - i.e. those with typology geography:

• We should use the work by @sianteesdale on duplicate analysis to dedepulicate the data - only looking at entities assigned to that provision.
• Assign the new reference to a new entity number and redirect the old entity using the old-entity CSV and status 301

@Ben-Hodgkiss @Swati-Dash Quick look at dedup page from my local (since @pooleycodes 's using dev).

While assigning entities, any detected duplicates will appear in the dedup tab.

I used a separate table to make it clear which entity is a duplicate of which other entity. This approach also makes it easier to expand the functionality to non-geo datasets in the future.

The user selects the entities that should be redirected, then continues to the preview page and the rest of the flow.

Thanks @gibahjoe. It looks good from what I can see. Would be interesting to think about whether we should implement the map component here that @pooleycodes is developing at the same time. Appreciate that's difficult when on different branches.
