[chore]: Move the ksail plugin to devantler-tech/agent-plugins

User Story

As a maintainer of devantler-tech software,
I want to move the ksail agent plugins to devantler-tech/agent-plugins,
So that all my distributed plugins are shared from one home.

Acceptance Criteria

• Criteria 1: claude plugin and copilot plugins is moved to devantler-tech/agent-plugins
• Criteria 2: whether the ksail plugins should be merged into an existing plugins is considered and decided
• Criteria 3: whether the ksail plugins should be reworked in the process is considered and decided
