Visual Studio Community 2019 does not recognize 1.4.0 references

When installing the latest version with NuGet, all using statements show errors saying that the reference can't be found, and it does not appear in the project's references

Apologies for the delay in responding. I'll need to find someone with a Windows machine and that version of VS to see what's up with this. Are there any errors during package install/restore, or only afterward?
