Integrate criTRia into the rest of STRchive

Pulling these out of #328

Integration with the rest of STRchive

• Replace the current "Tags" in https://strchive.org/loci/ with the curation categories. These would then link to the curation pages.
• Show the curation score and categories in the STRchive locus pages (will require an edit to the STRchive-loci json

Other improvements

• Pull and display citations properly using manubot (currently just pulling from pubmed)
• Create a redirect under /criteria as it's likely to be a common thing to try
• Show the scoring range for classifications as a legend. To make it clear when scores are near the threshold or well within range.
