Outcome\nReplace receipt-only in-process bindings for the local Runtime v3 services with real bounded implementations.\n\n## Scope\n- Agent and Shepherd admission/execution boundaries\n- Scheduler and Chronosense stateful behavior\n- CheckpointStore atomic durable persistence and restore\n- Lifelog append/redaction behavior\n- typed adapter contracts and production assembly\n\n## Acceptance\n- No or receipt-only production path\n- Real success, failure, timeout, cancellation, idempotency, restart, and shutdown proofs\n- No fixture or metadata-only credit\n- FastWork focused tests, strict Clippy, and exact pre-PR review\n- Must integrate after #5657 closes; must not begin WP-12 cutover\n\n## Non-goals\nExternal Provider, ACIP, A2A, and Cloud Bridge transports are separate children.

Shared constraint: this work must reduce the runtime, not grow it. Reuse existing primitives/COTS, delete receipt-only and duplicate launch paths as real implementations land, and record before/after physical LoC with a net-reduction target.
