Reorganise Profile admin pages

1. Rename "Profile types" to "User profiles" under Administration > Configuration > People and change the description.
2. The link takes you to a page with 2 tabs - "Profiles" and "Profile types" lists.
3. Default tab is "Profiles"

Is it better for default tab to be "Profile types"? It will be faster to load a page with a few profile types than list of hundreds of profiles.
