Install Alire

CubedOS is now built with Alire, but that tool is not yet installed on www.cubesatlab.org. As a result, the CubedOS Jenkins builds fail immediately.

We have backed away from using Alire in the CubeSat projects for now. There may be reasons to never move to Alire, but in any case, we aren't ready to make that move yet. While it would still be of value to have Alire installed on the website it is no longer a priority need.
