Web: Tab notifications

Client requested that, in addition to having a notification bell on the website, we have a notification within the tab (the Chrome tab at the top of the screen). The notification should say "(1) Someone needs your attention" (similar to Gmail).

Acceptance criteria

• When notifications come into the system, the tab's name changes automatically (without someone having to navigate to the tab for it to update)
• It is clear to see that the tab has changed names when the tab is fully visible.
