Library Crate to Interact with the L1 - e.g. Query Counters for MVP

Currently I am using Casper Client as a library to query node 1.5.x. There is a dependency mismatch in casper_types that may or may not cause problems. Before submitting a PR I will verify the target dependencies for the Demo which may take a while.
