It would be great if your plugin also supported the automatic blocking of IPs trying to login and failed (just like with Limit Login Attempts). A possible approach could be to block the IP if tier 3 has been reached - admins should see the blocked IPs in the admin area and be able to unlock individual IPs or all at once. This would add a better protetion in my opinion as attacks from the same IP will not be able until unblocking (I know that most attackers might use different IPs for each attack, although I am sure a small percentage might always try to login from the same IP - and that percentage will not be able to try again until unblocked).
