remove reqs-deploy payload

We have already discussed this a few places (mainly led by @fidencio), but I don't think we have an issue for it. We can close this if it is a duplicate.

Ideally we should remove the reqs-deploy payload and instead rely on upstream installation methods. It seems like there are currently two blockers for this?

• enclave-cc still relies on the containerd fork @mythi
• we also carry some patches for GPU support @zvonkok

Removing reqs-deploy would simplify a number of things, but I'm not sure what the status of these blockers is (or if they are blockers at all). How high of a priority is this for the community?
